When they rebuild the city of New Orleans, how about making it a city of canals? They could raise the height of the existing streets, build new homes on those new elevations, and where the old homes stand, would become canals. They raised the elevation of the city of Galvaston in 1900, so I think this is possible.

Galveston was alot smaller than New Orleans is today. On that note, why not just build all the buildings such that the front door and "bottom level" are on the second story, then flood the city up to the top of the first story?

All of the water currently in the city has to come out anyway if they want to do anything, since it's so toxic. Why would they then intentionally reflood the city to create canals?

Okay, just as long as they can stand the test of time. I was thinking in terms of building parallel walls and filling them in with the debri from the storm and then capping them off. Whatever works is fine with me.

A Simillar Idea:

Whatever they do, they REALLY need to give it serious thought. With talk of 300 billion in costs I'd like to see something better done than the 'free' oil we got for the last $300 billion this Administration spent.

I'm not an engineer, but you have to look at the buildings foundations and see if they can support being underwater "forever". Not to mention very little and limited potential growth for such a city. think Venice, not much going on over there other than tourism.

Also: Mosquitos......... Heat, humidity pure hell.
